There’s important news out of New York State that could mean big changes for transparency and accountability inside correctional facilities. A package of bills known as the Prison Oversight Omnibus Bill has been passed, designed to expand independent monitoring and bring more visibility to what happens behind prison walls. For families like ours, this is a crucial step towards ensuring the safety and well-being of our incarcerated loved ones.
One of the key parts of this new bill gives organizations like the Correctional Association of New York (CANY) easier access to facilities. This means more independent eyes and ears can visit prisons with just 24 hours’ notice, allowing them to see conditions firsthand. It also creates a way for incarcerated individuals to communicate confidentially with these oversight groups, making it easier for their voices and concerns to be heard without fear.
Another significant change involves expanding camera coverage. The bill requires complete camera systems in facilities and transport vehicles, aiming to provide a clearer picture of events. If a loved one passes away while in custody, video footage related to their death must now be given to investigators within 72 hours. This provision is designed to help families get answers more quickly and ensure that serious incidents are investigated thoroughly.
The bill also strengthens the State Commission of Correction (SCOC), which acts as a watchdog. Its board will now include a formerly incarcerated individual and a healthcare or legal rights professional. This means the SCOC will benefit from a wider range of experiences and perspectives, bringing a more comprehensive approach to oversight. Finally, there’s a stronger focus on tracking deaths in custody, with mandatory notifications for families and public reporting, along with expanded authority for the State Attorney General’s office to investigate these tragic incidents.
